(At-Thagabun) 64 : 2
هُوَ الَّذِي خَلَقَكُمْ فَمِنْكُمْ كَافِرٌ وَمِنْكُمْ مُؤْمِنٌ ۚ وَاللَّهُ بِمَا تَعْمَلُونَ بَصِيرٌ

He is the one who created you, so among you there is disbeliever, among you there is believer, and Allah is ever watching whatever you are doing.

“You” mentioned in “so among you there is disbeliever, among you there is believer” includes only those who received Lord’s Book. Nine Hundred and Ninety Nine people out of thousand from among the people of Messenger who received Lord’s Book, but not utilize It are the kafirs-disbelievers- and the remaining one who utilizes It is the believer. It is told in verse 83: 7 that the ledger of Arabic Qur’an Reading Fujjar is in Sijjeen of the Hell. As told in verse 10: 100 none can become a believer except with Adhikr-the Permission. Different groups among the Fujjar who do not include among the party of Allah mentioned in verse 58: 22 are belonging to Satan’s party mentioned in verse 58: 19, and they are the true disbelievers mentioned in verses 4: 150-151. By forgetting Adhikr they have forgotten Allah and themselves, and thereby they have become transgressors as explained in verses 9: 67-68; and 59: 19. The believer is the one who sees Allah from the Insight Adhikr, and are living here in the awareness that Allah is observing everything, and nothing is hidden from Him anywhere, and all thoughts and deeds are being recorded in the book of deeds fastened around his/her neck, and the reckoning of every individual will be done by reading that book himself/herself. He always exists here with the aim of returning to the Paradise-house of Allah-by utilising Adhikr as the Ticket to the Paradise. As explained in the verse 2: 62, anyone irrespective of nation, religion, caste, tribe, sex, colour, etc. can become believer and become vicegerent of Allah by utilising Adhikr.
